Until the unlocking of the preload occurs, I have 40GB of downloads sitting on the wrong drive. Part of the install is decrypting this file and unpacking it to a location (namely the drive I actually chose). This download goes to the PRIMARY steam folder (base install). It downloads a VPK or some similar file which is encrypted. The issue is that the preload doesn't install. I could select which library to install it to as well.
